
Anatoly is a trial and appellate litigator who represents businesses and individuals in complex commercial disputes, real estate and construction litigation, and constitutional litigation. With experience in the private sector and as a federal prosecutor, Anatoly has tried numerous cases to verdict in federal and state courts, litigated dozens of motions, and briefed and argued multiple appeals. Anatoly is also a member of Gallagher’s Investigations practice group, where he counsels clients on sensitive internal and independent investigations and represents clients in response to government investigations and enforcement actions.
Anatoly rejoined the firm after serving as an Assistant United States Attorney in the District of Maryland from 2018 to 2025. As a federal prosecutor, Anatoly handled all phases of criminal litigation. He led investigations into violations of federal laws, including those involving racketeering, firearms and narcotics offenses, money laundering, healthcare fraud, and public corruption. He also tried multiple cases to verdict—including a three-month, multi-defendant racketeering trial—and he briefed and argued appeals in the United States Court of Appeals for the Fourth Circuit. Anatoly also handled numerous evidentiary hearings and other proceedings in federal court.
Before serving as an Assistant U.S. Attorney, Anatoly was a litigator at Gallagher, where his practice focused on commercial and business litigation, construction disputes, bankruptcy litigation, and other financial disputes. Anatoly also had a significant pro bono practice, representing individuals in state and federal post-conviction proceedings and in civil rights litigation. From 2015 to 2018, Anatoly served on the Discretionary Panel of the U.S. Court of Appeals for the Fourth Circuit. Members of the Discretionary Panel are appointed by the Fourth Circuit to represent indigent parties on appeal in civil, civil rights, habeas corpus, and bankruptcy cases, among others.
After law school, Anatoly served as a law clerk to the Honorable J. Frederick Motz of the United States District Court for the District of Maryland and the Honorable Stephanie D. Thacker of the United States Court of Appeals for the Fourth Circuit.
During law school, Anatoly was an associate editor of the Maryland Law Review and a member of the Moot Court Board. He also worked as a Writing Fellow.
