As an attorney in Gallagher’s Health Law Group, Alison keeps clients well-versed in regulatory, compliance, and other issues, helping them to navigate a constantly-evolving legal landscape.

Alison’s work focuses on compliance and she regularly advises the firm’s hospital, nursing home, physician group, and other health law clients on:

  • Compliance with state and federal health privacy laws including HIPAA, the 42 CFR Par 2 substance use disorder treatment regulations and records confidentiality;
  • Federal and regulatory compliance matters, including Medicare and Medicaid provider enrollment, billing compliance, fraud and abuse issues, and more.
  • Policy development and responding to federal and state agency investigations and enforcement actions.

Alison also advises the firm’s healthcare, educational, and nonprofit clients on commercial and municipal financing transactions, including tax-exempt bond financing to facilitate their strategic capital projects.

Representative Matters

  • Represented mental health provider in an OIG self-disclosure regarding improper Medicare and Medicaid billing practices and negotiated a settlement and payment plan based on financial hardship.
  • Represented hospital before the Maryland Health Care Commission in preparation and approval of its Certificate of Need application to re-establish Level III neonatal intensive care unit services.
  • Represented hospital in $45,200,000 tax-exempt bond issue with the Maryland Health and Higher Educational Facilities Authority.
  • Assisted health system in corporate reorganization of its physician enterprise, including drafting and filing corporate documents and filing new and updated provider enrollments with Medicare and several state Medicaid programs.

Prior to joining Gallagher, Alison was a law clerk to the Honorable Dan Friedman of the Maryland Court of Special Appeals. She serves as the head of Gallagher’s Summer Associate program. In 2022 and 2023, she was named to the Maryland Super Lawyers Rising Stars List and Best Lawyers Ones to Watch. She has been ranked in the Chambers USA Guide since 2022.

Beyond Gallagher

Ali and her husband enjoy setting culinary challenges, such as trying a new seafood or international cuisine recipe each month. She and her husband also enjoy taking advantage of Maryland’s hiking trails and state parks with their energetic hound dog.
