
BALTIMORE, MD (March 28, 2025) – Archbishop William E. Lori, Archbishop of Baltimore and Chairman of the Board of Trustees of Catholic Charities of Baltimore, announced today the appointment of Gallagher partner David W. Kinkopf as the next Executive Director of Catholic Charities in Baltimore. Catholic Charities of Baltimore is Maryland’s largest private provider of human services, with more than 80 programs in 200 locations.
Dave joined Gallagher Evelius & Jones LLP in 1995. He earned his undergraduate degree at the University of Notre Dame and his law degree at Harvard Law School. Before joining the firm, Dave clerked for Chief U.S. District Court Judge J. Frederick Motz in Baltimore.
As a litigator and counselor, Dave has consistently provided thoughtful advice and effective advocacy to Gallagher clients, including, among many others, the Archdiocese of Baltimore, Loyola University Maryland, and Catholic Charities. “For 30 years, Dave has diligently served Gallagher clients with excellence, helping them solve big problems and achieve important goals. Dave has guided and served a number of charitable and governmental institutions as a board member and volunteer, including the University System of Maryland, the Sheppard Pratt Health System and Foundation, St. Mary’s Seminary and University, Loyola University Maryland, the Baltimore City Board of Municipal and Zoning Appeals, the Crane Family Foundation, the O’Neill Health Care Fund, and the St. Ignatius Loyola Academy. During his time as a Gallagher lawyer, Dave has represented many pro bono clients, including protecting the legal rights of migrants and incarcerated people. He has also served the judiciary as a member of the Fourth Circuit Advisory Committee on Rules and Procedures and the Magistrate Judge Merit Selection Panel for the United States District Court for the District of Maryland.
