With nearly twenty years’ experience as in-house counsel for two of the region’s largest health care systems, Carl Jean-Baptiste is a partner in Gallagher’s health law group. He has been extensively involved in issues related to physician affiliations, regulatory compliance, medical staff matters and complex business transactions. As general counsel for a large health system with over $400 million in revenue and more than 2400 employees, Carl oversaw the system’s legal services, contracting, compliance, risk management, government affairs and privacy functions.

From 2011 to 2015, Carl was also an Adjunct Professor at the University of Maryland School of Law, where he developed the curriculum for and taught an advanced seminar entitled: “Business Aspects of Health Care Law.” He served as Chair of the Health Law Section of the Maryland State Bar Association in 2009. He presented to the American Bar Association’s Health Law Summit on “Practical Approaches to the Stark Law” and provides educational seminars on legal issues to hospital executives and physicians.

During law school, Carl interned for U.S. District Court Judge Andre M. Davis and in the General Counsel’s Office of the University of Maryland Medical System.

Carl is recognized by Best Lawyers in America 2020 as a leading lawyer in health law.
